MANILA — Lawyers from the Integrated Bar of the Philippines (IBP) on Monday filed before the Office of the Ombudsman criminal and administrative charges against four Caloocan City policemen in connection with the Aug. 16 killing of 17-year-old Kian Loyd Delos Santos.
The IBP is the legal counsel of the three witnesses to the killing of Delos Santos, a Grade 12 student.
Lawyer Abdiel Dan E.S. Fajardo, national president of the Integrated Bar of the Philippines (IBP), official organization of Philippine lawyers, filed criminal charges for murder, child abuse, violation of domicile and planting of evidence against Chief Inspector Amor Cerillo, PO3 Arnel Oares, PO1 Jerwin Cruz and PO1 Jeremias Pereda.
Fajardo also sought administrative charges against the four policemen for grave misconduct and gross neglect of duty, which are serious offenses punishable with dismissal from government service.
Included in the documents filed before the Ombudsman are the affidavits of three witnesses, two of whom are minors. They are currently under the protective custody of the Senate.
The IBP said that “the names of the witnesses were deleted from the said documents to ensure their safety.”
“This is the first case to be filed before the Office of the Ombudsman on the Kian killing,” the IBP added.
