MANILA — The Philippine National Police (PNP) on Wednesday designated Chief Supt. Amando Clifton Empiso, NCRPO Deputy Regional director for operations, as the officer-in-charge of the Northern Police District (NPD)

Empiso was appointed to temporarily command the NPD following the “administrative relief” of Chief Supt. Roberto Fajardo Tuesday, a Radyo Pilipinas report said Wednesday.

Fajardo’s “administrative relief” was ordered by PNP head Director General Ronald “Bato” Dela Rosa to ensure an impartial probe on the death of 17-year-old Kian Loyd Delos Santos remains impartial.

The victim was shot dead during an alleged anti-drug operation conducted by members of the NPD’s Caloocan police force last August 16.

Earlier, the four officers implicated in the incident, namely PO3 Arnel Oares, PO1 Jeremias Pereda and PO1 Jerwin Cruz and their precinct commander, Chief Insp. Amor Cerillo, were placed under restrictive custody in wake of the ongoing investigations.

The four were earlier ordered relieved over the Kian’s fatal shooting and now detailed at the National Capital Region Police-Regional Personnel Holding and Accounting Unit pending results of the investigation against them.
