CIDG to look into ‘summary execution’ angle in Kian’s killing

MANILA — The Criminal Investigation and Detection Group (CIDG) will determine whether 17-year-old Kian Loyd Delos Santos was a victim of “summary execution” when he was shot dead by Caloocan police in an anti-drug operation last Aug. 16.

The CIDG said it will focus on the “circumstances” surrounding Delos Santos’ death, PNP spokesperson Chief Supt. Dionardo Carlos said in a report by Radyo Pilipinas Tuesday.

He clarified that the probe will focus primarily on the “summary execution” angle and not on the alleged drug links of the victim’s family.

As this developed, the four police officers implicated in the incident, namely: PO3 Arnel Oares; PO1 Jeremias Pereda; PO1 Jerwin Cruz; and their precinct commander, Chief Insp. Amor Cerillo were placed under restrictive custody in wake of ongoing investigations.

The four were earlier relieved and now at the National Capital Region Police-Regional Personnel Holding and Accounting Unit pending results of the investigation against them.

Initial reports claimed that the victim was shot dead by lawmen after the former allegedly fired shots at officers conducting anti-drugs operations in the area.

However, Delos Santos’ family belied these claims saying they have seen the CCTV footage allegedly showing lawmen dragging the victim before shooting him dead.
