MANILA–The Philippine government, through the Civil Service Commission (CSC), on Saturday takes pride in having the first declaration signed by the 10 ASEAN Member States utilizing the civil service as a tool in bringing the envisioned positive change in the ASEAN communities.
“We take pride because this is the Philippine’s initiative in its chairmanship of ASEAN. Specifically, it is very significant because we are celebrating the Golden (50th) Anniversary of ASEAN, said CSC chairperson Alicia Dela Rosa-Bala during a press briefing at the International Media Center in Conrad Hotel, Pasay City.
In citing that the Philippines was one of the original founding member of ASEAN, Bala said that they had pushed for it to make Civil Service of every government in the ASEAN Region a driving force for the realization of the ASEAN Community Vision 2025.
She further said that Civil Service then could act as “Catalyst” for different groupings of the three pillars–political security the economic and socio cultural blueprints be realized.
She further said that the declaration would allow cross pillar/cross-sectoral engagement and collaboration, especially on matter that requires response from the 3 pillars.
The Philippinr Civil Service official further said that through the declaration, the entire government or the whole of ASEAN community could collaborate together towards achieving the ASEAN vision for 2025.
In that way, the ASEAN Member States can make the region politically cohesive, economically integrated and socially responsible guided by good governance principle in responding to different areas of concern like environment promotion, health management, disaster management while enhancing the professional standards of civil servants at the same time,
To implement the declaration, ASEAN Heads of Civil Service will be meeting in November to exchange views and draw up concrete action plans to implement the declaration.
The declaration was marked by the signing of the ASEAN Member States Leaders headed by President Rodrigo R. Duterte during the conduct of the 30th ASEAN Summit in Manila.
The theme for ASEAN this year is “Partnering for Change, Engaging the World”.
