DPWH warns public anew vs scammers posing as gov’t officials

MANILA—The Department of Public Works and Highways (DPWH) has warned anew the public against unscrupulous individuals using the name of top officials for personal or financial interests.

DPWH Secretary Mark Villar, earlier issued a memorandum cautioning officials and employees of persistent attempts of solicitation by people posing as high-ranking officials.

The warning was issued based on reports that unidentified individuals are claiming to be Senior Undersecretary Rafael Yabut and looking for contractors for imminent projects of the agency while some pretend to be staff of Undersecretary Karen Olivia Jimeno.

The DPWH noted that invitations to bid for the procurement of goods, infrastructure projects and consulting services are being published on national newspaper and DPWH official website and in no way being announced through phone call or text message.

At the same time, the department reminded its internal and external stakeholders that a streamlined procurement process is strictly being followed to ensure competitive and transparent bidding.

It also stressed that solicitation, by way of selling raffle, fundraising, event, sponsorship tickets and the like among DPWH stakeholders that include contractors, suppliers and consultants including its endorsement, is absolutely prohibited.

With this, the DPWH urged the public not to easily believe such communication and should verify its authenticity to the Stakeholders Relations Service at telephone number (02)304-3077 to prevent fraudulent practice of solicitation.
