MANILA—The Philippine National Police (PNP) on Thursday suspected that a big syndicate and big personalities may have been running the group of SPO3 Ricky Sta. Isabel.

PNP Anti-Kidnapping Group (PNP-AKG) director Senior Supt. Glenn Dumlao, in a press conference in Camp Crame, Quezon City, said that this was based on the statement of Supt. Raphael Dumlao.

In their conversation, Glenn Dumlao said, he advised Raphael Dumlao that if he really did not commit any offense, he should just tell the entire truth and everything he knew.

Glenn Dumlao said that he even asked Raphael Dumlao if he was afraid of Sta. Isabel, but he tearfully replied that “hindi nyo sila kaya, marami sila (you can’t beat them, they are many)”.

The PNP-AKG chief said that as a “strategy”, he deliberately did not force Raphael Dumlao to divulge who these big personalities he was referring to.

Glenn Dumlao said it was important to first have the sworn-affidavit of Raphael Dumlao before his statement could be utilized.

As of Thursday, Glenn Dumlao said, the court had not issued yet a subpoena against Raphael Dumlao, hence, his statement could not yet be taken under oath before the prosecutor so that the same could be used as a legal basis.

Despite this, Glen Dumlao said, they could bump “head on” whoever were the big personalities Raphael Dumlao was referring to.

With the intense anger now being felt by President Rodrigo Duterte and PNP chief Director General Ronald “Bato” Dela Rosa brought about by the Jee Ick Joo kidnap-slay case, as well as the tremendous shame not only to the Korean government but in the eyes of the international community, Glenn Dumlao said, they were determined to solve the case and hold liable all persons behind it.

Jee Ick Joo, a South Korean businessman, was allegedly abducted in Angeles City, Pampanga and subsequently killed inside Camp Crame on Oct. 18, 2016.
