All qualified Filipino citizens who are not registered overseas voters or have not voted in the last two Philippine elections may submit their application to vote personally at any Philippine Embassy, Consulate, Manila Economic Cultural Offices in Taiwan or authorized field registration centers for biometrics capturing and submit the following requirements with the COMELEC registration form: 1) Photocopy of valid passport or if dual citizen, 2) Copy of Oath of Allegiance or Proof of Philippine citizenship from the Bureau of Immigration; or for seamen, 3) Copy of Seaman’s Book.

Registered voters in the Philippine Consulate General in Toronto but have not voted in the 2013 and 2016 elections may visit the Consulate until 30 September 2018 for reactivation of their records.

While registration started on 01 December 2016, the period for overseas registration will continue until 30 September 2018.
