House justice panel subpoenas Madriaga, affidavit for April 14 hearing

MANILA, Philippines — The House justice committee subpoenaed Ramil Madriaga, the alleged former bagman of Vice President Sara Duterte, to appear before the justice panel on April 14 and to submit the necessary pieces of evidence relevant to the vice president’s ongoing impeachment proceedings.
Based on the subpoena ad testificandum et duces tecum that the justice panel issued, Madriaga is ordered to attend the committee’s second clarificatory hearing for Duterte and to bring other evidence in his possession, mainly, his original affidavit dated November 29, 2025.
In a separate directive today by the House panel to the Office of the Sergeant-at-Arms, the office was ordered to bolster security for Madriaga through the National Bureau of Investigation (NBI), among others. A necessary measure after Madriaga was described in a petition as a “material and indispensable witness” to the impeachment proceedings.
On March 25, the committee’s majority voted in favor of approving the petition for the added security measures and protection for Madriaga amid alleged looming threats against his life.
