ICC prosecution releases org structure during FPRRD’s term

THE HAGUE, The Netherlands — The ICC Office of the Prosecutor has released the presidential organizational structure during former Philippine president Rodrigo Duterte’s administration.
The second day of Duterte’s confirmation of charges hearing on Tuesday witnessed the presentation of arguments by the prosecution panel and the Common Legal Representative of the Victims (CLRV), mutually underscoring the existence of a “common plan” to “neutralize” alleged drug lords and pushers, among other points.

Indicated in the said organizational structure are Duterte’s co-perpetrators in executing his nationwide anti-illegal drugs campaign, in which the prosecution and the CLRV argued to have constituted crimes against humanity.
The prosecution named the following as Duterte’s co-perpetrators: Ronald Dela Rosa, Vicente Danao, Camilo Cascolan, Oscar Albayalde, Bong Go, Dante Gierran, Vitaliano Aguirre II, and Isidro Lapeña.
Following the presentation, ICC Common Legal Representative of the Victims (CLRV) Paolina Massidda submitted the counsel’s arguments on the merits in Duterte’s case, corroborating the prosecution panel’s statements proving the widespread and systematic execution of a “common plan” and the upscaling of the alleged Davao model into a nationwide scale.

“Rather than addressing the root causes of drug addiction, such as poverty, lack of education, unemployment, and inequality, the Duterte administration framed the issue as a criminal one, focusing on punitive over social responses,” Massidda said.
“Mister Duterte’s response was a selective, violent crackdown on the most vulnerable,” she added.
CLRV’s Gilbert Andres similarly stressed that Duterte’s campaign was not really a ‘war on drugs’ but rather a ‘war against the poor’.
Duterte’s crimes against humanity case is composed of 3 counts of murder and attempted murder.
The third pre-trial hearing for his case is set for Thursday at 10 a.m. local time (5 p.m. Manila Time), wherein the defense team will have the floor to present their arguments.
