MANILA –Police have filed administrative charges against security guards and doctors of Asian Hospital and Medical Center in Muntinlupa City in connection with the Cavite Vice-Governor Ramon “Jolo” Revilla III shooting incident, Sr. Supt. Bartolome C. Tobias, Public Information Office (PIO) Chief of the Philippine National Police (PNP) said on Tuesday.

In a press briefing held at PNP Headquarters in Camp Crame, Tobias said the administrative charges were filed before Security and Investigation Agencies (SOSIA) against Alarm and Security and Investigation Inc., and Bulldog Security.

The security guards charged were identified as Julius Baniago, Dondon Roslinda, and Frobel Aloro, all of the Asian Hospital and Medical Center; and Jose Torrendon, a security officer of Ayala-Alabang Village, Muntinlupa City.

Tobias said the security guards and their agencies would also be criminally charge for obstruction of justice and disobedience to an order of a police officer.

They were administratively charged for violation of the private security agency law.

“The case involving the security guards, the Muntinlupa Police has already completed their investigation and will file a criminal case against them this week,” Tobias said.

He said aside from the security guards at least three attending physicians would face administrative charges before the Professional Regulatory Commission (PRC). The physicians were identified as Dr. Edgar Mendiola, Dr. Rosita Bierneas, and Dr. Eden Lasala, all working at the Asian Hospital.

The three physicians will be charged for violation of E.O. (Executive Order) 212, which requires private medical practitioners to report the treatment of patients for serious and less serious physical injuries to the nearest available health officer.

The guards allegedly failed to follow their mandate of having to immediately report the shooting incident to the police. The doctors in the hospital reportedly denied the admission of Cavite Vice Governor Jolo Revilla in the hospital.

The PNP said that Revilla was under further investigation due to possible violation in handling the firearm, issued to him by the Government of Cavite.

Jolo Revilla stayed for a month to recuperate at his parent’s house in Ayala-Alabang Village, where he allegedly accidentally shot himself while cleaning his Glock caliber .
