Announcement on the Consular Outreach in Quebec City : 27 September 2025

We are pleased to announce that the Philippine Embassy in Ottawa will conduct a consular outreach in Quebec City on the following date:
Date: Saturday, 27 September 2025, 8:00 A.M. to 5:00 P.M. (Venue TBC)
The consular team will provide passport services, legalization, reports of birth, marriage and death, and NBI clearance.
The Migrant Workers Office-Toronto (formerly Philippine Overseas Labor Office) will join the outreach mission. For MWO-related inquiries and their list of services, please contact mwo_toronto@dmw.gov.ph
We urge applicants not to bring with them people who have no consular business to conduct as the crowd will be tightly managed at the venue. Travel companions may wait outside the venue. Appearance is strictly by appointment only.
Please note that an approved appointment does not guarantee that your transaction will be completed on the appointed date without the presentation of sufficient documentary requirements. Please make sure to bring your complete documentary requirements, their photocopies, and cash or debit card for payment.

PASSPORT
All applicants for passport application/renewal must book an appointment through the following link:

Applicants should ensure that they bring with them complete requirements when they arrive at the venue for their transaction, particularly the printed application form and the required documents and their photocopies. We have no photocopying facilities at the venue. The requirements for passport application and renewal may be viewed at this page on our website:

Applicants must submit a pre-paid self-addressed Xpresspost (Regional) envelope, with a signature sticker, which may be purchased from Canada Post or its agents. Please be reminded that Canada Post is closed on Sundays.
You will receive your new passport within 8 weeks from the date of application.
LEGALIZATION/REPORTS OF BIRTH, MARRIAGE, DEATH/NBI Form 5/DUAL CITIZENSHIP SUBMISSION
Applicants for legalization, reports of birth, marriage, death, NBI Form 5 and dual citizenship submission must book an appointment through the following link:

All documents will be released by mail. Please bring a prepaid self-addressed Xpresspost (Regional) envelope (with signature sticker) together with your documents and their photocopies at any point during the outreach.
For those who will submit their dual citizenship application, the team will process the application but the oath-taking and the release of documents will be scheduled in the next available outreach mission to Quebec City.

OATH TAKING FOR DUAL CITIZENSHIP UNDER RA 9225
An oath-taking ceremony for dual citizenship applicants under Republic Act No. 9225 is scheduled on 27 September 2025 (Saturday) at 8:00 AM. Applicants who wish to participate must submit their complete applications by mail, to be received by the Embassy on or before 12 September 2025, to allow sufficient time for the review and processing of documents.

Kindly note that applications submitted on 27 September 2025 will still be accepted but will not be processed in time for the oath-taking on the same day.
