Ontario and Prince Edward Island hold draws for Provincial Nomination Programs
Ontario and Prince Edward Island have issued invitations to apply to candidates through Provincial Nominee Programs (PNPs) this week.
Most Canadian provinces and territories (with the exception of Quebec and Nunavut) operate their own PNPs. Through these programs, interested candidates may be invited to apply for a provincial nomination. Although provincial nomination is not in itself the same as a permanent residence, it can act as the first step towards gaining permanent residence from Immigration, Refugees and Citizenship Canada (IRCC).
Quebec’s immigration programs are administered by the province and are distinct from Canada’s immigration programs. Quebec is the only province that has control over all economic class immigrants.

The PNP accounts for over 80,000 PR admissions per year. It began in 1998 and the steady increase in the number of PNP admissions in Canada each year is because the federal and provincial governments consider it an effective tool to promote the economic development of the country outside of the provinces and urban centres with already high immigrant populations.
Provincial immigration results October 20-October 29
Ontario
On October 25, the Ontario Immigrant Nominee Program (OINP) invited 535 candidates from the Masters Graduate Stream. Candidates required a score of 35 and above.
The province also invited 106 candidates from the PhD Graduate stream with minimum scores of 24. This was the first draw for both streams since August 30.
To be eligible for these streams candidates in this stream must meet a baseline of eligibility criteria such as the following:
- Must have a masters degree from an eligible university in Ontario
- Language requirement: CLB level 7 or higher (English or French)
- Must have legally lived in Ontario for at least one year in the past two years
Ontario is Canada’s most populous province and welcomes the highest number of newcomers each year. It also has the largest allocation of invitations to apply available under any PNP in Canada. For 2022, Ontario is able to issue invitations to 9,750 candidates.
Prince Edward Island
On October 20, Prince Edward Island invited 194 candidates through the Labour and Express Entry streams as well as 10 through the Business Work Permit Entrepreneur streams for a total of 204 invitations issued. Candidates in the Business Work Permit Entrepreneur stream required a minimum score of 72.
Express Entry candidates who wish to be nominated by PEI must submit a separate Expression of Interest (EOI) to the PEI PNP.
EOI profiles are awarded a score based on PEI’s points grid and, like the Express Entry Comprehensive Ranking System (CRS), the highest-ranked candidates are invited to apply through monthly draws.
Prince Edward Island holds draws through the PEI PNP each month.
