CSC reminds gov’t workers to file SALN by June 30

MANILA – The Civil Service Commission (CSC) on Tuesday reminded all government officials and employees to file their respective Statement of Assets, Liabilities, and Net Worth for the year 2019 by June 30.

CSC Commissioner Aileen Lizada said the filing of SALN has been extended from April 30, based on Memorandum Circular No. 9, series of 2020, issued last April.

“This is to remind all government officials and employees to file their respective SALN pursuant to Republic Act 6713. This has been extended for the employees to file before their respective agencies. Instead of April 30 na-extend na po ito (this has been extended) for 60 days, June 30 po ito,” Lizada said in an interview.

To recall, the deadline for filing of SALN has been extended from its original deadline of April 30, in view of the declaration by President Rodrigo Duterte of a state of public health emergency in the country due to the coronavirus pandemic.

From the agency to the corresponding repository agency, the original deadline of June 30 is also extended for another 60 days.

The memorandum states that the “last day of submission of the SALN forms by all departments, agencies, and offices to the appropriate repository agencies is extended from June 30 to Aug. 31, 2020”.

Lizada said failure to comply within the extended period “will result in penalties, which is under RA 6713, as well as imprisonment of not more than 5 years, fine not exceeding PHP5,000 and disqualification to hold public office”.

Republic Act 6713 establishes a Code of Conduct and Ethical Standards for Public Officials and Employees to promote a high standard of ethics in public service.

Lizada said the filing of SALN is important “because we hold public office and therefore we must be transparent with all that we have upon entering government service.”

Dapat malaman ng taong bayan kung ano yung aming net worth (the people should know our net worth). This is for transparency and accountability because the public office is a public trust,” she said.
