DILG to ask Congress to pass law prohibiting selling of cars to those without parking

As part of the administration’s efforts to ease traffic congestion in the country, the Department of interior and Local Government (DILG) said it will ask the Congress to pass a law that will prohibit the selling of vehicles to those who do not have a parking space.

On Thursday, August 1, DILG Undersecretary Jonathan Malaya told ANC’s Headstart that there are over one million cars in Metro Manila that have no parking.

“We will ask Congress for a ‘no garage, no car’ policy. Meaning, if you cannot prove that you have a garage for your vehicle, a garage which is not being used, then you should not be sold the car,” Malaya said.

Senator Sherwin Gatchalian has earlier filed the Proof of Parking Space Act which would allow consumers purchase a vehicle only if they presented an affidavit proving that they have acquired a parking space, either through purchase or lease, for the car.

Malaya said the DILG supports this measure, noting that it can be “one of the solutions, a long term solution to our parking problem.

Last week, Gatchalian called on President Rodrigo Duterte to certify the bill as urgent, saying that it will be “a big boost to the administration’s campaign of reclaiming public roads and help ease the perennial traffic woes” experienced in Metro Manila.

“I hope President Duterte will certify this bill as urgent as it is very much aligned with his vision of alleviating the constant struggles of the commuting public,” he said.

The DILG has given Metro Manila mayors 60 days to clear the capital region’s road. Malaya said the 60-day deadline kicked off on Monday and that they were “happy with the results so far.”
