PDEA adjudged as DBM’s best performing agency for 2013

MANILA — The Philippine Drug Enforcement Agency (PDEA) was adjudged as the Department of Budget and Management (DBM)’s best performing agency under the operations group for 2013.

PDEA Director General Arturo G. Cacdac, Jr. said alongside the recognition, PDEA is also entitled to the granting of an annual top-up bonus known as performance based bonus (PBB), an incentive given to government organizations upon accomplishment of their overall targets and commitments for the year.

“PDEA bested 15 other government institutions to clinch the coveted rating. The same with the PBB 2012, the agency is the first among law enforcement agencies to receive the PBB for 2013, and the first among 16 agencies under DBM Bureau D, accomplishing these feats for the second year in a row,” he added.

The DBM’s Budget and Management Operations Group has divided all government agencies into seven lettered-bureaus.

PDEA is under Bureau D which includes the Department of National Defense (DND), National Intelligence Coordinating Agency (NICA), National Security Council (NSC), Department of Interior and Local Government (DILG), Dangerous Drugs Board (DDB), Autonomous Region in Muslim Mindanao (ARMM), Office on Muslim Affairs (OMA), Department of Justice (DOJ), Supreme Court (SC), Presidential Electoral Tribunal (PET), Sandiganbayan, Commission on Appointments (CA), Court of Tax Appeals (CTA), the Congress, and Office of the OMBUDSMAN.

“The agency was evaluated and, in turn, successfully met the conditions set forth under Administrative Order No. 25, an Inter-Agency Task Force created on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems chaired by the DBM,” Cacdac said.

PDEA has met the following criteria to be adjudged as the top performing agency for 2013 under DBM’s Bureau D, and entitled to the granting of PBB:

PDEA has achieved at least 90 percent of its performance targets for the delivery of Major Final Output (MFOs), Support to Operations (STO) and General Administration and Support Services (GASS) for 2013.

The agency has identified three performance targets in the dangerous drugs supply reduction and suppression services namely:

-the number of high-value targets (HVTs) arrested vs. total number of arrested drug personalities per semester; percentage of high-impact operations (HIOs) successfully conducted vs. total number of anti-drug operations conducted per semester; and average percentage of drug-related information and reports acted within one hour;

b. PDEA has fully complied with the good governance conditions set by DBM by maintaining a transparency seal, a Philippine Government Electronic Procurement System (PhilGEPS) posting, an updated Citizen’s Charter, and complete submission and review of Statement of Assets, Liabilities and Net Worth (SALNs) of all its personnel; and

c. PDEA has thoroughly passed COA’s audit requirements and budget utilization rate.

“For two years running, the distinction is no doubt a performance milestone for PDEA. These achievements will encourage the agency to do better in performing its mandate with transparency and accountability, increase in quantity, and improve the quality and timeliness in its delivery of government service to the public,” Cacdac said.
