Albayalde names Cascolan as new NCRPO director

MANILA — Incoming Philippine National Police (PNP) chief Oscar Albayalde has named incumbent PNP Director for Operations Camilo Pancratius Cascolan as his replacement as the new National Capital Region Police Office (NCRPO) Director.

Cascolan, 54, is a ‘mistah’ (batchmate) of Albayalde and outgoing PNP Director General Ronald dela Rosa in the Philippine Military Academy (PMA) Class of 1986 and has served for 26 years in the PNP and five years in the defunct Philippine Constabulary (PC).

He has served as Taguig Chief of Police and Police Regional Office – Davao Region (PRO11) Chief of Staff before being designated as head of the PNP Directorate for Operations.

Cascolan also has a master’s degree in Public Management from the University of the Philippines-Visayas.

A year out of the academy, in July 1987, Cascolan was assigned as acting intelligence and operations officer of the Regional Special Action Force 12 in Parang, Maguindanao. It was followed by a stint as a junior officer in the 324th Reconnaissance Academy in Iloilo province.

Albayalde said Cascolan’s appointment was a result of a consultation with the oversight committee even as President Rodrigo Duterte assured that it would be up to Albayalde to appoint key officials in the organization.

Cascolan said while he is considering appointing new district directors in NCR it would come after assessing the performance of the said units.

A reshuffle of three other ranking posts in the PNP was also announced following Cascolan’s appointment as NCRPO director.

Taking over the helm of the PNP Directorate for Operations is Chief Supt. Ma-O Aplasca, current Director of the Police Regional Office 4-A.

Replacing Aplasca as PRO 4-A head is incumbent Quezon City Police District Director Guillermo Eleazar.

Eleazar, meanwhile, will then be replaced by current PNP Directorate for Intelligence head Chief Supt. Joselito Esquivel.
