The decision of President Rodrigo Duterte to cancel the purchase of the 16 helicopters was made after Canadian trade minister Francois-Philippe Champagne ordered to review the contract due to concerns that the choppers will be used to attack rebels.

The defense secretary said that the formal letter canceling the contract is being prepared and will be signed this week.

Lorenzana admitted that the termination of the deal will delay the military’s modernization program as this “brings the procurement process back to square one.
