CSC extends deadline for submission of requests for accreditation

MANILA, Aug. 11 — The Civil Service Commission (CSC) has given government agencies with special concerns until Dec. 31, 2017 to submit requests for accreditation of government services that were rendered without an appointment or on the basis of defective appointment or late submission of appointment to CSC.

Since Jan. 1,  2015, the CSC has stopped accepting requests for accreditation of said services pursuant to Memorandum Circular (MC) No. 25, s. 2014, which set the deadline for submission of such until Dec. 31, 2014 only.

However, the Commission recently issued a resolution extending the deadline and providing exemptions from the coverage of MC 25.

In CSC Resolution No. 1700951 dated June 5, 2017, the CSC cited the case of Philippine Charity Sweepstakes Office (PCSO) and the Information and Communications Technology Office (ICTO), whose employees availed themselves of early retirement under the Rationalization Program in accordance with Executive Order No. 366.  Also cited was the Light Rail Transit Authority (LRTA), which had cases of appointments that were submitted late to the CSC Field Offices or were invalidated/not renewed.

Employees from these agencies generally did not have enough time to comply with the requirements for accreditation of service before the previously set deadline. Thus, the Commission exempted these agencies from the coverage of MC 25.

Other government agencies that are in similar situations, as well as previously denied requests falling under similar situations, may also be considered for the exemption to MC 25.

Employees whose appointments are disapproved or invalidated on grounds which do not constitute a violation of pertinent laws need not request accreditation of services. The services rendered are credited as government services and the appointees are entitled to the payment of salaries from the government as de facto officer.

The exemption was issued to give humanitarian consideration to employees who seek accreditation of their services rendered until December 31, 2014 without an appointment or on the basis of a defective appointment or late submission of appointment to CSC.

Affected employees from the concerned agencies are advised to submit their requests for accreditation, with complete requirements, to the CSC Regional Office with jurisdiction over their agency until December 31, 2017. (PR/PNA)
