MANILA—National Capital Region Police (NCRPO) chief, Director Oscar Albayalde, on Saturday confirmed that there was no fatality in Friday night’s explosion in Quezon Blvd. in Quiapo, Manila.

In a statement, Albayalde also said the explosion injured 14 persons, one of whom was immediately sent home. Five others were discharged after receiving medical attention, while eight are still under medical care.

The explosion, he said, was caused by an improvised pipe bomb.

“Initially, we gathered that this started with the mauling of a minor by three individuals. The pipe bomb came as a revenge to the three,” Albayalde said.

“The area of explosion has been declared safe and cleared of any other dangerous materials by our EOD (Explosives and Ordnance Division).”

The NCRPO chief emphasized that the incident was not in any way connected or directed at the ongoing Association of Southeast Asian Nations (ASEAN) Summit.

Albayalde also assured that Metro Manila is safe and secure for local and international delegates.

Security measures are in place and the situation is under control, he said, adding that the investigation into the incident continues.
