Dismissed DPWH engineer ‘guilty’ of admin raps – Dizon

MANILA – The Department of Public Works and Highways (DPWH) has found Henry Alcantara, former head of the DPWH Bulacan 1st District Engineering Office, guilty of involvement in anomalous flood control projects in the province.

In a statement on Friday, Secretary Vivencio Dizon said Alcantara is guilty of the following serious administrative charges: disloyalty to the Republic of the Philippines and to the Filipino people, grave misconduct, and gross neglect in the performance of duty.

He was also found guilty of conduct prejudicial to the best interest of the service, in accordance with Sections 63 (A)(1)(d), (f), (h), and A(2)(a), Rule 10 of the 2025 Rules on Administrative Cases in the Civil Service.

“This is a warning to DPWH officials and staff responsible for ghost and substandard projects, because as the President said, we will not let the corrupt in government go unaccounted for,” the DPWH chief said.

Likewise, Dizon pushed for the filing of criminal charges against Alcantara who was ordered dismissed from the service on Thursday.

“Following this, we will recommend to the appropriate office to file criminal charges against Engineer Alcantara and other involved individuals to achieve justice for their embezzlement of public funds,” he added.

The DPWH secretary previously named those who will next be slapped with administrative and criminal cases for their involvement in the questionable projects in the said province — former Assistant District Engineer Brice Ericson Hernandez, Construction Section Chief Engineer Jaypee Mendoza, and Accountant III Juanito Mendoza, all from the Bulacan 1st District Engineering Office.
