PBBM names geologist Carlos David as DENR undersecretary

MANILA – President Ferdinand R. Marcos Jr. has appointed geologist Carlos Primo David as an undersecretary of the Department of Environment and Natural Resources (DENR), Malacañang announced on Tuesday.
Marcos signed David’s appointment paper on Dec. 28, 2022, based on a copy of the document released by the Palace.
David now serves as DENR Undersecretary for Integrated Environmental Science, according to the agency’s official website.
The DENR is the primary agency responsible for the conservation, management, development, ad proper use of the country’s environment and natural resources, specifically forest and grazing lands, mineral resources, and lands of the public domain.
Before serving as an undersecretary, David worked as DENR technical consultant to the Secretary.
David also served as chairperson of the Climate Change Commission’s National Panel of Technical Experts and executive director of the Department of Science and Technology’s (DOST) Philippine Council for Industry, Engineering and Emerging Technology and Development, and officer-in-charge of the DOST’s Philippine Nuclear Research Institute.
He earned his bachelor’s and master’s degree in geology from the University of the Philippines-Diliman where he also teaches geology and environmental science.
He received his doctorate degree in environmental science and geology from Stanford University in 2003.
David also pioneered short-term rainfall forecasting in the country.
He was also recognized for his scholarly works on hydrology, climate change and environmental geology, as well as for his active participation in climate change-related research on water resources.
David likewise served as head of GMA News and Public Affairs’ IM Ready Program, a member of the Board of Trustees of the Local Water Utilities Administration, and a hydrologist for the United States Geological Survey.
