Vancouver Police warns public about existence of high-risk sex offender in the city

Vancouverites should be extra careful in their surroundings especially that a high-risk sex offender will be moving to the city, Vancouver Police warned.

The sex offender, identified as 42-year-old Frank Skani, is serving a 10-year Long Term Supervision Order for offenses of sexual assault with a weapon, sexual assault, forcible confinement, break and enter, possession of property obtained by crime, and theft of credit card.

Skani will be living in Vancouver under several conditions stated in his supervision order. He will be residing at a supervised correctional residential facility and will not consume, purchase, or possess alcohol and drugs that are not in his prescribed medication.

He should not have a computer or other device that will allow unsupervised access to the internet nor have access to pornography or other sexually explicit material.

Skani must also report all his relationships with females to the parole officer and that he must be kept away from the company or area of sex trade workers.

He is banned from entering any private places like hotels, motels, rooming houses, single room occupancy residences, and private residence dwellings.

Aside from these, Skani is not allowed to have inappropriate physical contact with any female and be near teenage girls who are under 16 years old.

Vancouver Police said Skani “poses a significant risk to women in the community.”

The sex offender, according to the police, is five feet and nine inches tall, weighing 200 pounds, and has black hair and brown eyes. He also has a Harley Davidson/Angel tattoo in his chest and other tattoos in his right upper arm and forearms.

He reportedly uses different aliases such as Jason Christopher Atkinson, Jason Christopher Skani, Frank William Skanie, William Frank and Frankie William.

Police encouraged the public to call 911 should they witness Skani violating any of the conditions in his supervision order.
