Tarlac passes resolution to prevent dumping of waste materials from Canada

TARLAC CITY, Tarlac — The Sangguniang Panlalawigan (SP) ng Tarlac on Friday passed a resolution urging the Bureau of Customs (BOC) and the Metro Clark Waste Management Corporation (MCWMC) to stop the dumping of Canadian waste materials at the Kalangitan sanitary landfill in Capas town.

In their regular session presided by Vice Governor Enrique “Kit” Cojuangco Jr., the SP approved Resolution No. 056-2015 which demands for the immediate rescission/cancellation of the contract between the BOC and the MCWMC relative to the dumping of the waste materials from Canada at the Kalangitan sanitary landfill in Capas town.

The resolution added there is an urgent need to formally demand from the parties concerned the stoppage of the dumping of the Canadian waste materials at the Kalangitan sanitary landfill.

The dumping of the garbage from Canada at the Kalangitan Sanitary Landfill is in violation of the authority granted by the SP in its Resolution no. 023-2002 and Resolution no. 108-2003, to which the Clark Development Corporation (CDC), as owner of the sanitary landfill, agreed and confirmed.

It also said that there is an urgent need to formally demand from the parties concerned the stoppage of the dumping of the Canadian garbage in the Kalangitan Sanitary Landfill.

Rufo Colayco, president of the MCWMC, admitted that they have entered a contract with the BOC to use the Kalangitan Sanitary Landfill in Capas town as a disposal area for the Canadian waste materials that have been at the Manila Port Area since 2013.

When new BOC commissioner Bert Lina assumed office, he decided to get rid of the Canadian waste materials in his area.

Cojuangco said copies of the resolution were already sent to the BOC, MCWMC, Department of Environment and Natural Resources (DENR), Department of Interior and Local Government (DILG) and the Committee of the Local Government of the Senate of the Philippines.
