Four groups bid for PHP 35.4B Cavite-Laguna Expressway Project
MANILA — The Department of Public Works and Highways (DPWH) on Monday accepted the technical bids of four groups including Ayala and San Miguel for the P35.4-billion Cavite-Laguna Expressway (Calax) project.
Calax is the DPWH’s third infrastructure project under the government’s flagship public-private partnership (PPP) program.
The first project was the Daang Hari-SLEX road project to improve the connectivity of the Daang Hari to SLEX and decongest traffic in Cavite, Las Piñas and Muntinlupa and the second was the NAIA Expressway.
The four pre-qualified bidders are Malaysia’s MTD Capital Bhd, Metro Pacific-led MPCALA Holdings, San Miguel’s Optimal Infrastructure Development Inc. and Team Orion of the Ayala Corporation and Aboitiz Land Inc.
Public Works Secretary Rogelio Singson said the department will schedule the submission and opening date of the financial offer of the groups with compliant technical proposals.
“We hope to complete the process by Friday,” he said.
The 44.6-kilometer Calax project is expected to connect Cavite and Laguna directly which would greatly help reduce travel time between and around the area. The two highly industrialized and urbanized provinces are home to hundreds of international and multinational electronic, semiconductor, automotive and manufacturing companies aside from numerous residential development projects.
Calax has interchanges in eight (8) locations, namely: Kawit, Open Canal, Governor’s Drive, Aguinaldo Highway at Silang, Silang East, Sta. Rosa-Tagaytay Road, Laguna Boulevard, and Technopark. A toll barrier before SLEX will also be constructed.
The DPWH Special Bids and Awards Committee (SBAC) will review the legal and technical proposals and determine their compliance with the requirements.
Included under the national government’s Public-Private-Partnership program, private investor/s will finance, design, construct, operate and maintain the expressway project which starts from Cavite Expressway in Kawit (Cavite) and ends at Mamplasan interchange of South Luzon Expressway in Biñan, Laguna.
